Biography

Dr. Jennifer Clarke is a UK-trained academician, practitioner and researcher of development administration with over 20 years of practical experience in institutional strengthening and capacity building for sustainable development. She completed her PhD (with integrated Study) in International Development at the University of Birmingham, U.K. Her doctoral thesis, entitled ‘Bureaucratic Autonomy in Practice: A Comparative Case Study of Revenue Authorities in Jamaica and the Dominican Republic’, examined the rhetoric versus the reality of autonomy within the politically sensitive policy area of revenue administration. Jennifer holds an MSc. (Hons.) in Industrial Relations and Personnel Management awarded by the London School of Economics and Political Science, U.K. and a BSc. (First Class Hons.) Computer Science and Human Resources Management awarded by the University of Keele, U.K. Dr. Clarke holds a Certificate in Education from the Keele University, and a Train-the-Trainer Certificate which she completed at the Institute of Development Policy and Management, University of Manchester, U.K. She worked as an Associate Professor at Universities in the Middle East as well as in the Caribbean.

Dr. Clarke has worked in both developed and developing countries throughout Africa, Latin America & the Caribbean, and the Pacific on projects funded by international donors (World Bank, the European Union, the U.K. Department for International Development, AusAid, and the Inter-American Development Bank), such projects focusing on the thematic areas of governance and anti-corruption, public financial management, public sector modernisation, customs modernisation, and trade facilitation for competitive business environments. On such projects, she served in the roles of Chief Technical Adviser, Team Leader, Capacity Development Specialist; Change Management Adviser. Dr. Clarke describes herself as an avid self-starter; a committed, resourceful and flexible individual who brings a very meticulous and methodological approach to her work.
